Definition
By the government decree issued under parliamentary delegation 334/99 and s.m.i. IPLOM refinery is classified as a relevant accident risk plant.
The government decree defines a relevant accident risk as:
“ An event like an emission, a fire or a relevant explosion, due to uncontrolled developments happening during the activity and that gives place to a real danger, immediate or extended to human health or the environment inside or outside the plant and wherein one or more dangerous substances take place”.

To reduce the risk to the minimum IPLOM realizes every emergency and prevention measure.
The staff has been informed on the activity risks and it has been educated and trained on how to manage the facilities in a safe way in operative conditions as well as in emergency ones.
In the Security Report of the Refinery they went on with the analysis of the accidental possible sequences, including the estimate of every effect consequent to the supposed accidental sequence.
Some of the supposed accidental scenarios might concern in a marginal way outer zones at the plant borders and especially via Boccarda and Milano-genova higway. These scenarios might just take place in case of irradiation or dispersion of dangerous chemicals, chemicals that would remain inside the Refinery in any case.
However also in the case of the worst supposed accidental events, whose probability to happen is very low, it would not have immediate effects on the population or the environment.

Internal Emergency Plan
Refinery is provided with an Inside Emergency Plan that is regularly updated. This plan has the purpose to explain the prearranged organization to face and manage the emergency situations that would happen in the refinery itself.
The Refinery Internal Emergency Plan provides for the use of the adopted prevention systems from the planning, plant-engineering and operating point of view:

- Computerized and automatically instruments to control and register the process parameters;
- Automatic emergency and shut down instrumental systems, planned and realized to keep the process in the correct working field and insure the safety shutdown in case of anomalies;
- Automatic and manual systems of Fire-fighting protection and mitigation;
- Constant surveillance by the staff;
- Planned and periodical inspections and maintenance;
- Detailed operating procedures; etc…

Therefore the aim of the Refinery Inside Emergency Plan is to establish procedures to use the resources in order to get, in case of accident:
- the protection of the people in the plant;
- the immediate accident limitation;
- the minimization of possible damages to the company goods and the environment;
- the decontamination and safety of the affected zone;
- the information for the realization and the management of the territorial emergency plan to the agencies in charge.

The Internal Emergency Plan contains the following information:
a. Procedures to face the various supposable emergencies as fire, contamination, staff evacuation. Procedures that include also “strategies of intervention” and “limitation actions”.
b. Organization of the emergency determining:
- available resources in terms of equipment and staff;
- Alarm procedures and warning notice for the staff;
- First aid procedures.
c. Program of training and emergency equipment.
Inside the refinery all the staff is properly trained to face an emergency. Besides every worker knows the directive of the Refinery Internal Emergency Plan.

Emergency and Prevention Measures Adopted
Summers of the refinery prevention and security plan are:
- planning standard of the plants in line with the most restrictive rules, nationally as well as internationally;
- Terms of building guaranteed by the use of engineering company of attested expertise and experience;
- Care about building;
- Utilization of properly measured quality materials;
- Control in the building stage as well as during the actvities;
- Formation, information and training of the staff to carry on permanent surveillance on the activities;
- Adoption of modern process control methods and systems to keep the plant safe in every situation.

Behavior to Follow
First of all, we have to say that according to incurred estimates, the effects of the accidental scenarios identified in the Refinery security report, do not damage people or objects in Busalla residential area. By the way we are stating herewith the right behaviors toadopt in any case, as a precaution, to avoid any possible involvement.

These behaviors are deduced from the document “The preventive information to the population on the environment risk, Guidelines”, prearranged by the Ministry of Interior, Civil Protection Department.

If you are outside home:
- Take refuge inside;
- Do not go close to the establishment fence;
- Avoid to create obstructions to help the access to the establishment by the rescue vehicles;
- Do not stop the car to see what has happened.

If you are at home or inside:
- Avoid the use of lifts;
- Close every window and outside doors;
- Stay tuned on the radio or TV station recommended by Authorities, that is give attention to the messages sent by telephone network or loudspeakers;
- Stop the ventilation or air conditional systems, whther they are centralized or local;
- Do not pick your children up at school, they are protected and nursed from the school facility.
